Synopsis:
The pixies steal a well cared for baby from a poor household. Matron arrives to sort things out. She decides that the baby should go to an eugenics institution. The Mother arrives wanting her baby. England is asked to decide what should be done. England decides the baby should go with the Mother but that living conditions should be improved for the poor
