Synopsis:
Attending her first meeting at Whitehall, newly-elected MP Julia finds herself part of a departmental team reviewing Government policy on alcohol, tobacco and drugs. However, she is thrown into a state of confusion by the other team members, whose opinions seem both irrational and contradictory. Only the appearance of a latecomer to the meeting reveals the reason why.
